"Choose a discard" effects only allow first 4 cards

Like the subject says, the "choose a card to discard" type effects only allow you to select from the first 4 cards in your hand.

Furthermore, they don't allow you to see the mana costs/current mana of each card, making it hard to make informed choices.

The two cards I've seen this happen with so far are Sphinx's Tutelage (the activation effect) and Magmatic Insight (part of the card cost).
