I think last time the new 4*s got put into all the token packs when the next season started? But my memory ain't what it used to be...

    Just got a Chulk from a legendary, so I can confirm he at least is in there.

    Opened some Nefarious Foes 40-packs and found them, so they should also be in heroic packs.
