Are moves fix or random?

I ask this cause everytime i play matches it seems to go down the same way

Moonstone and 2 goons.. Goon 2 cast deadly shot every time .. There was another PVE where it happen the same time 3 goons goon 2 would cast first


are these moves fix or random and just seeing a fluke
