Ghost Rider and Wolverine drop rate way too low

So I bought a multiple card packs when Ghost Rider became available. I thought, as was the case with previous newly released characters tied to events, that I'd have a decent shot at getting either Wolverine (as per the blurb on the buy screen) or Ghost Rider. In 4 or so attempts (it may have been 5), I've gotten neither Wolverine nor Ghost Rider. I got a whole lot of other stuff that I didn't want or already had though and lots of Daredevil. So why is the drop rate for those two so low. I have a better chance of getting the number one spot than I do of buying a deck that shows up with Wolverine or Ghost Rider in it at this point. I mean, 1.4 and 0.2 percent chances hardly seem worth it and I kind of wish I'd checked that before throwing my money in. Anyway, what's the community view on the subject? Are the drop rates way too low or was I just ultra lucky in the past?

The %'s are normal for a release event. If you want your best shots at getting him, wait on his PVP, the % is more than double or triple if i remember correctly, and the only 4* available in the packs.
