PVP event groups question

Does anyone know how the groups for seasons are created? In a mistake I levelled my x-force to 167 during season 17. Since then I have been put into crazy brackets where my scores from season 4-17 would net me at the least top 250. In the past three seasons I have finished around 1500th.

Is that one extra level above 166 screwing me over and putting me into the big boy leagues?

I have 15-166 3 stars and find it next to impossible to hit 1000 regularly. All I see from 600 onwards is 270s. Which I don't mind facing with my boosted characters, but it takes forever for a match and usually I lose more than I gain at 800+.

This has made my 4 star transition painful. I even resorted to playing PVE again to get the legendary token.

i had noone over level 90 and been placed in vet bracket of solid 4 stars max for the last 3 seasons

so i doubt your level depends on anything

It might depend how high and how consistently you place during events.
