MPQ hang on launch

I have been playing the game for months now and this last week the game has stopped working. I launch it from steam and on the loading window it stops at either 5% or 14% every time. I tried letting it sit for over an hour to see if it would launch but no change. I have tried reinstalling my graphics drivers as I was having some minor issues in other games but no change to MPQ. I am running Win10 with all updates. Nothing else that I have run has had any issues. I have rebooted windows, checked the files in steam, tried another blank user on windows and am running out of ideas.
