If you start a Alliance and there is a person you make commander.
There should be a possibility as starter of the Alliance to remove him.here
from the Alliance?
Now in my Alliance they are person's who don't play or never play the game
again on there device but you can not remove them because they are
commander, therefor you can not get new members in your Alliance who play?

This is true. I had another commander in my alliance removed with the help of CS.
