environmental crit tile

Is an environmental crit tile suppose to be able to be placed over any tile type? I had one placed on a red dr. doom attack tile. Just wondering if that's a bug or the case with randomly placed crits.

    It can be placed anywhere, often it hits previous crit tile icon_razz.gif
