Bug with Vision's Density: Heavy

It seems like if there's a tie for who tanks a color, and vision is the one who tanks it, he doesn't get the bonus damage from Density: Heavy.

I was running Vision/Daken/Falcon (Center/Left/Right) in the essential node (i.e. no protect tiles) of Enemy of the State. My Vision is 127 unboosted, and my Daken is 166. I had Density: Heavy out with several strike tiles. My attacks were supposed to be doing +511ish damage just from Density:Heavy, and Daken and Vision both had 13 green, which meant Vision was tanking it. When I matched it, it only did like 400ish damage (from my strike tiles, clearly). It seems like he doesn't get all of the bonus or at least not the full bonus if the AP is equal, even though he is the one who's actually tanking it.
