Better casual progression ideas

I really feel like the game could benefit from better progression rewards. Too many of the tiers are wasted giving out 2-star covers, minimal ISO, and other things no player who has gone through story mode will ever desire. Replacing the two-star hero rewards with heroic tokens or 3-star heroes would be a great start. And if you want to pad things out with ISO it really should be something more worthwhile than 250-500 iso.
