For run 2 of Galactus, are we still locked out after opening new rounds?

The devs haven't detailed any of the changes round 2 will feature from round 1 yet, other than what's visible in the preview (different buffed characters, less points needed for personal progression). Thus, if you're worried that playing another iteration of Round 1 might sap your will to live and make you want to set puppies on fire, you should probably hold off on joining until they tell us what's up.
