Silver Surfer not buffed for "Class of 2015"?

I haven't seen any discussion about this and I was wondering why he's been left out of the fun. He was introduced before the Anniversary, so he should make the cut, right? I've been lucky enough to draw a single cover, so I have him rostered, although he's currently got a target painted on himself in terms of PvP, so I don't think I'd want to use him anyway - but for the players who have managed to get a significantly covered Surfer, I think they should be given the opportunity to truly revel in the power of godhood.

2*'s get ~1.60x level boost
3*'s get ~ 1.45x level boost
4*'s get ~ 1.30x level boost
so if 5*'s get a ~1.15x level boost, a maxed SS is only level 517.

I really don't think we are at a point where 5 characters need to be boosted.
