Anniversary Devil Dino drop rate

i noticed the Devil Dino drop rate dramatically increased all of a sudden... It would have been nice to know there was going to be such a huge change in drop rate before I opened all of my anniversary packs to this point (about 20 packs worth). Are there plans for compensation or is this just another anniversary bug or perhaps an intentional ploy to attempt to generate more income?
