Future 5* proportions in legendary tokens

so, this announcement says
"
The proportion of 5-Stars in these packs will increase when we release two more 5-Star characters.
"

but the video transcript here says
"
Starting out, we're going to have him at 5% of the packs, but as soon as we add another 5-Star we're going to be bumping him up, so the pack will be 90% 4-Stars, 10% 5-Stars
"

so... which is it? will the proportion of 5* increase when the second one is introduced, or the third?

    It's been confirmed in other threads that the current 5% rate of only Silver Surfer will increase to a 10% rate -- equal 5% chances of the two 5* when the next one comes out.

    When the third 5* character is released (around the beginning of November), the overall 5* rate will stay at 10%, putting each of the three characters at 3.33% each.

    After that, 5* releases will probably take a pause while they evaluate the state of the metagame.
