Is his yellow supposed to proc once per special tile matched or once per match involving a special tile?

Because the way it is currently working is the latter. If the enemy matches one of your special tiles, the yellow passive fires once. IF the enemy matches three of your special tiles, the ability fires once.

That's too bad. I've been having a ton of fun throwing him in with 4Pool and making the enemy blow themselves up and give me healing and green AP.
