ISO-8 Lab: Canada started me with active refresh timers

I just opened up the Canada sub in the ISO-8 Brotherhood PvE, only to find that all the open nodes (the first main node and the three essentials) have refresh timers counting down even though they're brand-new. All of them are between 10 and 20 minutes.

Also, doing the fight to open the sub did not give me a daily reward or Deadpool points even though it was my first fight after my daily-reward threshold (which is 12:30 PM Eastern, give or take a few minutes).
