Cannot fully level a hero with 13 covers.

Psylocke is my first three star rare character that has 13 covers so the max level should be 166. While I do not have the ISO-8 yet to fully level her the purple quick level tab says 164. I do not know if it is because I have her covers at: 4/5/4.

Is this normal and not a bug? Because I have maxed out other characters from just clicking the purple tab before.

    This is normal, the quick-level button shows you how high you could level the character with your existing ISO + $99 worth of purchased ISO.

    So if I get another 30k (rough guess to get out of the $99 bracket) ISO she will show 166? Thank you.

    Yes, that's correct.

    Just look at the "Max level" printed above the left button on the level up screen.
