They're Skrulls....

So people have on occasion voiced their concerns about multiple same characters being in the game. Tier 1 Storm, Tier 2 Storm, Tier 3 Storm, Tier 2 Wolverine, Tier 3 Wolverine, ect ect ect..

Here's the idea and its mostly role playing, but perhaps someone could add to the idea to make it into a interesting PVE / PVP event, lower tier versions of the same characters are revealed to be Skrulls. Perhaps during the event every such character gets a special stamp and while being used during the event you gain Skrull points, for special rewards related to the event.

I don't know its only the beginning of an idea, maybe someone could help flush it out more.

Basically only the highest tier version of a character is the real one, and all lower tier versions are considered Skrulls, that would mean tier 1 and 2 Storm are skrulls, and tier 3 Storm is the real deal, same with Wolverine tier 2 and 3 and skrulls, and tier 4 is the real deal. So and on so forth with every character who appears more than once in the game, (Captain Marvel, Captain America, Daken, Bullseye, and whoever else.)
