Unable to buy HP

I realized I'm fresh out of HP and went to buy a small amount so that I could reshield (ranking #2 in the current BOP, and actually needing the 3* reward) however I am getting a generic 'Unable to Complete Purchase at this Time' message as soon as I click on what I'd like to buy. Every HP and Iso8 was showing this. Play Store appears to be working. I'm on an HTC M8. Any ideas?
