reworking "lesser" characters

Hi devs,
Just wondering whether there were any plans to improve the capabilities of less developed characters, eg. Bag Man, Yelena, some of the 2 ability only people or is it that balancing the 1 and 2 stars are now basically done forever?

I do remember them saying something to the effect of Rags hasn't gotten his third ability yet. I would like this to imply that all two ability characters would receive a third ability.0

You want the devs to boost guys??? Why don't you ask Italy to stop making pasta, McDonald's to stop making people fat, china to stop making EVERYTHING. But in all seriousness, this is a good idea. It would eliminate the need for nerfs. I swear half the people on these forums would be better developers than d3 with no training.0

Not sure what on earth they could do to buff Bagman...
Even if they reduced the AP on his abilities I still don't think people would use him.0 -

I'm betting that they'll let you place where the countdowns go, let you overwrite tiles with them. With those option, I can see lessening the effects a little. It'll give him more utility and more of a guarantee that the abilities go off.0

His purple has huge potential and his blue is a good counter to strike and countdown tiles. Replace his yellow with an active AP steal or something and adjust some AP costs and he could actually be a solid character. Add to that the fact that there's a lack of utility characters and not many 2* using yellow, blue and purple, and he could be a great addition to your team when OBW needs time to heal.0 -
I still can't see people using him just to counter tiles though. Granted his Purple is his best abilities although way overpriced and his yellow is pretty useless in PvP.
I used to use him a bit in PvE fights when a lot of my guys were really low level. But now I've levelled him he's kind of even more useless due to the increased ap costs.0 -
If Modern Hawkeye gets a big buff and I see him in a team w/Mags Marvel Now, I'm leveling Bagman.0

Well, his blue is overpriced for what it does. But countering tiles means mitigating damage.
Don't get me wrong, I'm not pumping 85 levels of ISO in to him just to block a Molotov Cocktail. But as a single tool in his toolbox, it would be nice to have it there when you need it. It's just that right now the rest of his toolbox is just as bad.0 -

I ended up doing a restart (though still have my old files, though unclear if they would work still) and though not a lot of stuff now, this shall inform my strategy.0 -
