Question about **** rewards for PvP

So, before the recent changes, we would cycle through the **** covers, with one being the 1st place prize, the next being the 1k progression reward in the next event. With the advent of the 1300 progression reward, it has been the case that we've had one cover as placement, 1 as 1k in the next, then the final one as 1.3k in the 3rd. Do we know if they will continually cycle like that, because if that's the case we each cover will always be the prize for a specific one of those, which will make it difficult to cover your ****s well, as, to use HB as an example, it will be doable to get the red cover (1k), really hard to get black, and nearly impossible to get blue (1st).
