Question About Team-Ups that Use Team-Up AP

How does it work if a team-up power bases it's strength of the team-up ap?
i.e. - I got a
Battleplan TU, It costs 9 TU AP and it says it is stronger if I have 12 or more TU AP.
If I have 12 TU AP and use it does it give me the stronger version or do I really need 21 (12 + 9) AP to use it for full effect?

12 tu ap will work fine for Battleplan.
Watch out though, for powers like Ares's onslaught, IMHB's Repulsor Punch and Cstorm's Lightning storm, they name the colour of the ap used, so the result is pretty funny if they get used when you only have a few ap in green/red. Onslaught and Punch will also drain your green/red ap.0
