Yeah, that's apparently exactly what is supposed to happen. I realize it's unlike any other PvP game you've ever played, but yeah.
It won't matter if they showed up in your queue 1 second ago, it's "normal behavior." It's obviously not, but it's not changing because apparently it's impossible (I know, don't bother), so either learn to accept it or move on.

I have seen scores update by reloading the game and then received the correct score if I hit the target immediately.0

Not trying to argue with you, but drawing from your own "simple explanation," here are some quotes:
You're "not sure we know for sure?"
"[between] 7-10 skips?"
"If you beat them [whatever relatively] quickly is?"
"Odds are good?"
"If you're [again, I guess relatively?] slow?"
Yeah, that all sounds so clear and "simple," right?
But hey, the good news is that you can pay the MPQ tax on skipping 10+ times, so we've got that going for us.
I responded because anyone coming into the forum to ask about PvP and getting the answers they're likely to get in the forum's current climate are quite potentially going to be confused and further frustrated, because it is confusing and frustrating. I understand that within this tiny closed environment it is apparently accepted as "normal," but looking in from outside, it simply isn't. Not trying to argue, just stating facts.

The simple part is that if you are not skipping anyone then you are hitting targets queued possibly quite a long time ago. Unfortunately the game doesn't update your queued target's score, so you are left guessing whether that person is climbing and potentially worth more, or a juicy target that maybe got hit a bunch of times and worth much less. I personally tend to skip around for the highest valued targets I can find, which sometimes takes me past the buffered queue into "fresh" targets so I can feel safe knowing the scores are up to date, or I am fighting someone worth 55+ and not too concerned if I get 54 instead of 61.
I'm not trying to claim this is an okay system. Clearly it is broken and needs fixing since these threads pop up weekly. I am merely trying to offer a quick explanation and perhaps a small workaround until it is finally fixed.
As to your issues with my wording, sure some of it was probably a little vague. However I think most people who make their way to the forums have a pretty good feel for whether a match went "quickly" or "slow". Also, "odds are good" because there are never any guarantees since you can finish a match in 3 minutes which is pretty fast, but if others started a match with the same target before you and finished in the meantime you'll still get fewer points.
No matter what the whole thing is a tossup, and all you can really control is who you decide to fight. So, choose your opponents well, pick people you know will shield to protect their score or have a scary lineup that not many people are likely to attack.0
