Difference between packs?

I'm wondering which heroes come in which packs.

Does a Heroic Pack just have any random hero (with a reduced chance at the *** or ****)

And, what heroes exactly can be pulled from the other packs
(The Best There Is, Big Thunder, Heroic Mode)

I gather the idea is to help you get a featured hero for the events where they are boosted.

    Standards have one stars with some twos and an astronomically low chance of a three. Heroics have two stars with some threes. Events generally have the ones you see in the picture around them.
