Question about scaling/progression

Hi all, I've been having a good time with this game so far, about 65-70 days in. But now I'm running into a confusing situation. I've gotten fairly high in a few events as soon as I was strong enough to compete in them, if I put the time in. Now that I've got a few 94s and a big roster of 50-ish 3-stars, I'm getting murdered, especially in PVP. I'm actually finding it harder to get these singleton covers of heroes I don't even have than it's worth, even putting in many hours a day.

What really made me notice, though, was that I started a new game on Steam just to pass the time if I was totally dead on my phone. After just a few very low-level wins in the Hulkbuster event, I was able to win a She Hulk cover, using a single green Kamala and a level 20 *Hawkeye! On my real game? I have no shot at all at one of those covers. I'm on my 5th match on my real game and already facing very difficult matches, less than 100 score. Even if I work hard and get up into the 400's like I have the last few rounds, I will get beat down so fast it's not funny. In the last couple hours of a game I will lose 50-100 points in the time it took me to play one round. I never finish above 300 lately.

So... am I just bad at this? Was my **** account lucky to win that She Hulk? I think those might be true but it seems more likely that there's something in the way the matchmaking is done that causes my low-level game never to be matched against anyone (and when I did lose they were -0 or -1 changes for me).

This is the first time I'm getting genuinely frustrated with the game as a whole. I should be able to do BETTER as I get stronger, not worse. Sure I still want a challenge, but what good is a green She Hulk going to do my roster where a 40 Kamala is my best character, as opposed to my real game where I've slaved to get two of them in previous events?

So.. if anyone has any advice, I'd love to hear it. Is this a common experience for everyone or am I just unlucky?

Side note, my go-to PVP team is generally 94 Thor, 94 Johnny Storm, and either 94 Wolverine or 94 OBW. I get that Johnny is probably not as good on defense as he is on offense and maybe he's an easier target, but still. Unfortunately I never spent the slots/time to level Daken or Ares as I really don't like their power sets, but at this point I'm not going to open up a slot and grind either of them.

With OBW and Storm boosted right now, i think it is messing with scaling.

I am noticing this in PVE, as a transitioning player, it seems to think my entire roster is 150+ because of those 2 being boosted.. so i am having a very hard time in PVE right now.

Sounds like you graduated from the new user pool to the general population.

D3 "shards" (techy term for segregating) new users into an isolated matchmaking environment. Once you've had a nice taste of success (a.k.a. they get you hooked), you get thrown into the much bigger population and find out what the game is really like.
