Pin Capability for Alliance Chat, and outside viewing.

It would be great if we could "pin" alliance chat comments, instead of saying the same thing over and over to new members.

It would be REALLY great if those pinned comments (only) could be read by non-members as a form of alliance intro and/or style/fit for potential new members.

also display text of messages in notifications and add a quick response button. no use shouting to alliance members that ultron respawned if they can't read messages til they logged in.
