Kicking Commanders?

Can anyone help? We've got a commander in our alliance who it would seem has quit playing the game so we want to remove him so that someone else can contribute to the alliance. However, it doesn't let you kick commanders, even if you are a commander yourself. Does anyone know what needs to be done to remove them?

    He has to be inactive for 2 wks b4 u can get him shifted, if he started alliance he cant be kicked.do what I did get every1 on line and start a new one.
