Simulator event, should they have 5/5/5 builds?

Why does the Simulator allow 5/5/5 builds? This is the biggest contributing factor to "impossible" levels, because they don't suffer in one ability to benefit in another... They benefit in all. Kind of makes you give up when you notice it.

    The enemy characters in PvE always have 5/5/5 builds when they're over level 100, regardless of event.
