Moonstone/Starlord Glitch

I just used Moonstone's "Control Shift" on Starlord's countdown tile from "Everyone With Me" and did not get the effect of the reduced cost on my reds. I had 9 red and couldn't use either "Photon Blast" or "Star-Spangled Avenger" which both have a base cost of 11. In case it matters, Starlord had 2 countdown tiles out from "Everyone with Me".
