Rank when tied?

What determines who ranks higher when two players have the same score in an event? Is it "first to arrive"? That would make sense in the red iso-8 event, where people are only moving up, but it could get complex and confusing in PvP where folks are moving up and down...

    My experience from the Unstable ISO event is that it's actually last to arrive which makes zero sense to me but everytime I gain points, I end up at the top of the list (for those of us with the same score) even though the others obviously got there before me.
