What to look for to catch cheaters?

I'm so tired of playing this game, spending money and still not being able to finish with a decent reward in PVE. I've sometimes cracked the top 10 in PVP -- not often -- but in PVE people someone can gain 2x, 3x or even 4x as many points as me. How?

I want to catch cheaters, but I'm not sure what to look at when looking at rosters to report people. I want to report cheaters, but I'm scared of reporting the wrong people.

I feel it's a slippery slope of reporting anyone that just does better than the person reporting.
