Suggestion: Scale the nerfs
Rather than say: Oh X-Force is overpowered, let's strip away damage, ap drain, ap steal and buff recovery damage, and increase SS all at once... why not tweak one or two abilities and see how the usage of the character and the usage of the abilities is affected? I remember during the days when I played games like Warcraft and Starcraft, you would see balance changes like "Huntress glaive damage increased from 14 to 16" and not something like "Huntress damaged increased to 100 and now shoots heat seeking missiles at all units on the screen every 3 seconds".
By implementing and testing slight changes, you will get less of a community uproar when everything has shifted and the entire landscape of play has changed. If usage is still not even, you can further twist the dial until you reach your target character usage / balance.
