Room To Grow when balancing

We’ve re-designed him to bring those abilities into line. The damage of Surgical Strike and Recovery had room to grow, so we’ve increased that as part of this rework.

I've seen this logic applied to several nerfs over the past year -- whack-a-mole a good power into a bad power and make the character's other powers better. Only the 'room to grow' seems to always happen with the consensus worst power and in enough strength to make it much more attractive than the newly nerfed power. Result: now everyone who had the 'right' spec before needs at least two covers to respec to the new 'right' spec. Or when a bad character finally does get a buff (Daredevil is a great example), their worst power becomes their best power (blue) and again you need two covers to respec.

When this is happening to 3* characters, not as big of a problem -- they come around more often and their covers are much more attainable. When this is happening to 4* characters suddenly it becomes a lot harder to achieve. Why can't we just leave some of the power with where it started (X-Force greenflag.png ) so that every power is attractive? Either the ability is so broken that it cannot be balanced, in which case give him a new one, or it is tune-able without screwing everyone who worked hard to get him to 5-5-3.

(Tinfoil Hat Mode) OR ultimately the goal is for everyone to have the newly nerfed character in their 'bad' spec so that people will stop playing them for a few months while waiting for X-Force yellowflag.png to appear in rotation.
