D3's Process when deciding how to Nerf -

The game should be perfectly balanced - this means the strongest characters should be roughly on par with the weakest. To reach this balance, D3 assembles a team of the what is perceived as the best character in the game (copied 3 times over) and battles against a team of Bullseye (2), Bagman (2) and Yelena Belova (1). They will then perform a battle and record the results - if Team 1 is winning over 50% of the time, they do a round of nerfs. Repeat rounds of testing and rounds of nerfs until they reach true balance - a win rate of about 50%! Congratulations!
