ok what needs fixing - err new MMR on PvP? PvE scaling?

PvP - I know lets kill the only means of taking down teams making fight take forever (can you imagine going though the 290 Hulks again with no firepower?)

PvE - I know lets boost lots of characters health, the player base will just love it when they're scaled into the 300's with 40,000 health.

Also this is a massive nerf to all the characters that didn't get a health increase - its not as if the increase is small either 6800 to 8600 is a hugh difference. What was the only real purpose of Hulk for instance? (& Ragnarok but they already neutered him). This is all very badly thought out.
