Thick as Thieves Top Progression seems high?

Currently at 65k with 8 hour refreshes, last time with 3 hour refreshes, this was set at 60k? Shouldn't this be around 43k instead? Just curious if this was intended or a mistake? I know some folks who do not have KK for the essentials that will have a very hard time to hit this mark by the end of it stays at this level.
