Balance Of Bullseye

Why isn't there a thread for Balance Of Power?
Can someone explain the ins and outs for the newer crowd, please?
Also, I collect Bullseye and Moonstone covers. Are they worth using for this, if I have extra roster slots? I wouldn't put Iso into them, though.

No, Bulls-I and SunStone are not usable. Everyone in this event is boosted to 270, so covers matter more than iso invested. Best team is basically Juggernaut-OBW-doesn't matter. Cyclops maybe to generate headbutts.
It's even better if you have a 5/5, level 1 Juggernaut, because then he heals in like 10 minutes.0 -

No season, awards most vets don't need, and burnout from PVE, plus this event getting tedious really fast. I think this may the lowest participation event in a while.0 -
Since no one has yet explained the format to the new players here, allow me. Basically, your 1,2, and 3 star characters will be boosted, on a prorated basis, to level 270. What does that mean? Let's say you have Juggernaut. His max level is 40. If you got an unboosted level 40 Juggy, he's boosted to 270 in BoP. If your guy is less than max, than he won't be level 270 for this event. Second, four star characters are EXCLUDED from this event. They will be locked and jailed.
What this BoP format does is allow newer players a chance to experience pvp without fear of facing 4 star teams. Character level isn't as important as max covering your characters. I've seen ppl carrying a bunch of level one 5gr/5red covered Juggernaut. Why? Because they're basically expendable characters to throw into BoP matches. At level 1, the character will revive quickly when he dies. But the max cover means Jug can still do a lot of dmg even unleveled.
This event is something that caters to the new players who may have few characters aside from the covers offered in the chapters. This particular event is one of my favorite personally, because it allows me to roll out a 270 Juggernaut/venom/ironman35 team. And it is AWESOME. Anyone care to try his luck against this defensive team?0 -
I have been looking forward to this. Last time it ran I got a record number of defensive wins with Deadpool, Storm and Hood.
I'm mostly interested in the 900/1000 point progressions though.0 -

Checking my alt-account, everyone is level 270, regardless of their actual level. And I'm pretty sure 4* aren't locked out, they just don't have any advantage because they're at the regular scaling. Combined Arms is the one where 4* are locked out.0 -
Actually it's advantage to have non-leveled chars (but max-covered) - my 15 lvl 2*Daken (D4ken...) heals in minutes (literally).0

Don't post if you don't know what you're talking about. Not to be mean, but if you're not sure yet you spread information anyway, you mislead others and provide poor information.
Everything is boosted to 270 regardless of whether or not it is maxed. A level 1 Juggs will be level 270 just like a level 40 Juggs. It doesn't make any difference.
It's actually a very common strategy to hold your Juggs to Level 1 for BoP so that his healing rate is off the charts for even a 25k health character.0 -
LMAO. How can you tell someone to shut up and then say you're not being mean?
Anyways, thanks all!!!!! I will delete those two losers and recruit some Juggys.0 -
Ares is even better than the last event wehre he was buffed.
HuIk tanking sick green plus the extra green he gets for anger. plus
SUPER ARES dealing massive amounts of damage
Ioki keeping everyone in check and shaking up the board.
im doing just fine here.0 -

I didn't say shut up, I told him fact check himself before sharing inaccurate information for the better of all parties.0 -

Idiots.0 -

Apparently D3 decided to change the format this year. Yes, all hands on deck now. Last year, there weren't nearly as many four star characters running amuck! And yes, flat 270 for every character. For me, that means I can toss in a few one star five blue covered mbws to soak up damage and save on heal packs. Win-win for me!0 -
Would any of ya'll say that reaching Progression Rewards are any easier? For newer players, I mean.0
-
lol, I love this event.
1. Start event.
2. Play a couple nodes and leave in defensive team of Juggs/Hood/OBW.
3. Come back to defensive wins that have you at 594 in first place.
Hahahaha, who says PVP is hard?0 -
Blue IM40 covers? Terrible prize.0
-
so let me get this right, for example, a base level40 with 13 covers 5/5/3, let's say, is doing exactly the same damage and has the same hp as a max level166 5/5/3?
So what you're saying is this event will fill in your missing but not your covers?0 -

In your example, both characters would buff to 270 with the exact same stats. Except the level 40 would heal faster between matches.0 -
Remember to check your targets. They're not all as scary as they appear - I'm seeing a hell of a lot of xforce/goddess teams with only one or two covers. They're like big ol' gobstoppers.0

Yes, this. I found someone running a Hulk with no black covers yesterday. Poor guy couldn't get angry at all.0 -
Not a fan of Balance of Power, but have been doing pretty damn well with Classic BW, Blade & Ares.0
