Explain the "tanking" change?

Can anyone clearly lay out for me how the "tanking" strategy has changed? I don't see anything in the news section about it, and I hear mention of it in other threads but not clearly explained anywhere...
What determines which team my potential opponents see when attacking me?

    I'm running some tests. I did one fight with my best team, then four with a mediocre team, and I GOT hit 8 times in LR.

    Then again, if I figure it out I might withhold it until the forum becomes less whiny as a whole <3

    You are more likely to win the lottery than to get any sort of information like that. It's plainly obvious they only tell us what they want us to know. The rest of it we have to figure out for ourselves. As for tanking I believe the jury is still out on that.

    Did you WIN with your mediocre team, or just retreat?
