Star lord yellow team up has no effect?

I had 9 red, with Ares, and was about to eat a goon countdown tile, so I launched a yellow star lord team up that explicitly said it effected friendly red abilities by 2. This should have reduced rampage to cost 8, but after I used the team up -- nothing. Rampage still costed 10.

    maybe glitch some times countdown effect tiles do work right when their user is not on the field. hope they fix it.
