Team up sharing clarification?

So, the new update said team ups will be scaled to the player's average level. Is that the receiving character's average, or the sender? Also, is there any special math, like if they're sending a two star, it is only the average for two stars? I wouldn't want keeping one stars or that four star you don't have enough covers for yet to hurt the average sending a max 3 or 4 star as a team up.
