3 10 packs and 0 3 or 4 star covers ??

My wife and i decided we were playing enough to spend some actual money, especially with the bonus from last week. We got enough HP for each of us to get a couple of 10 packs. I did both of mine, 1 had no 3 stars at all, and since i didn't need any of the 2 stars.. it all got sold for ISO.. 2nd pack.. still none... So, my wife tried, she needs alot of 2 star covers still.. but got 0 3 star covers.. and no usable 2 star ones.. Is there anything we can do about this? Hard to make any progress when we cannot get even a single cover or 2 to do deadpools daily with! (side note, all of her 3 stars have come off of taco tokens, so those work fine), but the ones that cost us part of our paycheck do nothing....
