Loki tricking psychic convergence

I just played a match against Loki and a Prof X with Psychic Convergence. Once the AI got to 11 black AP, Psychic Convergence was triggering every turn.

My guess is that Loki was trying to use Trickery, but as I had no strike or protect tiles, the ability didn't do anything, therefore not using up the AP, but causing Psychic Convergence to place a protect tile anyway.
