R72 Blind Spot does not activate after Master Plan

While Professor X has an active Blind Spot tile, its passive power of increasing special tile strength will not activate after a cascade that triggers Master Plan with a match-5. Strangely enough, the power seems to activate at the end of the next turn, but possibly at a reduced frequency.

To be more specific, after a relatively long cascade with at least 2 Professor X matches in it, Professor X used Master Mind and did not use his Blind Spot passive. On the next turn, after a single Professor X match, Blind Spot appears to have activated twice. It's as if one can only queue up one missing Blind Spot activation.
