Unvault characters between seasons

Since vaulting is apparently here to stay, how about putting a band-aid on it:

In the few days between pvp seasons, put all characters into (at least) heroic tokens.

That way, people have at least a chance at vaulted characters by hoarding their tokens -- which they would otherwise have to hoard until their wanted characters are unvaulted.
