Weird opponent in PvP

I fought today against a Thor which had following power costs: 6 red, 11 yellow, 13 Green. But as you might know that is not possible to achieve because you had to max all his skills. So I wanted to ask if someone experienced the same (perhaps with other characters ) and if the AI does this somehow to make battles harder or if this is a bug?

    Did you view their info before the battle? If so, that's why. It always shows the original AP cost for the skill, no matter what level it is. If you actually go into battle and look at your opponent it should be correct
