How to level during transition?

I'm starting to get 3 star.png chars covered enough to level them over 94, but have read that it is best to wait until you have several at or near fully covered before doing so which makes sense.

My problem is that I have seen people reccomend leveling them to 94, 104, 120, etc. and I can't find a thread that discusses this where any consensus is reached. (Try searching "leveling" or something similar, good luck with that). I know that it gets complicated when you have certain chars that you want to tank colors for others, but in general what should I level them to for now?

Any advice is appreciated.

    There's no one right way to do it, but there are a couple of different approaches. It depends on whether your focus is PvE or PvP (or both).

    Firstly, make sure that any 3* you're planning on levelling has at least 9-10 covers. Anything less than that, and they tend to be less effective than your maxed 2*s.

    After that, one approach is to take two 3* characters, and push them both together up to 166. This is probably the quickest way to progress in PvP for T100 finishes, which will keep on getting you more 3* covers (in addition to DDQ, obviously). The main issue with this approach is that once you take those two 3*s above level 120 or so, your 2*s become a lot less useful as support for those two 3* characters, which will create issues for you in PvE. It becomes a really big issue if one or both of your 3* 166 duo is locked out of a node for whatever reason.

    Your second option is to level all your 3* characters together. Level 104 is probably a good start, after that, you can reassess your options in terms of levelling them further (depending on whether you're starting to have more 3*s coming up behind them). This approach maximises your roster depth for PvE, such that your 2* and 3* characters can play together nicely. On the flip side, it's a much slower approach in terms of getting a viable PvP team, as any significantly underlevelled 3*s tend to be fodder for the maxed 3* rosters on their climb.

    Personally, I took a bit of a mixed approach, since it really depends on your roster. I initially levelled Punisher, Colossus, and 3* Thor to 104 each, and used OBW, cStorm, and MNMags as support for them. Once I'd picked up enough covers, I pushed 3* Thor and 3* Cap to 166, followed by BP. I did find PvE a bit harder at that point, due to a lack of 3* roster depth to support that trio, and it's only starting to ease off now I have 6 maxed 3*s.

    I'm going to get about 6 of them to 100ish and then make the decision of whether to push 2 quickly or push them all at the same time. Gonna take me a while still to get to the end of step one.
