Rocket and Groot healing timer

Rocket and Groot are true healing characters. Of which all have a halved healing rate: Spider-Man (and Bag-Man), Wolverine, Daken, Hulk, She-Hulk, Blade.
Edit: or, rather, all characters that have canonical healing, also have faster healing in MPQ.

Groot doesn't seem to, he takes 50 minutes to come back instead of 24 (for true healing 3*s) and has a normal healing rate. (Which is very slow on a 10200 health character.)

Is this intended since Groot is a tanky true healer and can heal to full with just one yellow match?
But X-Force, while not the same health class, technically has more hitpoints, and has halved healing rate and downtime cooldown (for a 4*).

    If I had to guess, I'd say that the reason is while Groot canonically can regenerate himself, he can't do it quickly.

    Maybe Rocket is slowing him down, since Rocket isn't a healer...
