Reduce team-up cooldowns slightly for daily PvE

One of the few uses for poorly covered characters is to send them away as team-ups to help alliance members. There are several support powers that are still effective with low covers, and absent powers on characters can even increase the odds of generating a team-up for a more desirable power.

With the daily PvE now in effect however, players can be discouraged from sending their low cover characters away as team-ups since that might cause them to miss out on a guaranteed 3* cover. I do not think this side effect was intended by the developers, so I suggest that team-up cooldowns be reduced slightly, particularly for those characters with 24 hour cooldowns (e.g. 3* Storm in today's Deadpool's Daily). Perhaps instead of having cooldown tiers of 4/8/12/16/24 hours, the top tier can be slightly reduced to 20 hours to lessen the burden on players that try to actively help out alliance members.
