scaling data
During Enemy of the State since I don't need anything from this event I can afford to clear differently from usual. I tested this on the first sub on the final mission (Wolverine + Kishu + some other ninja) for my final clear, so this is only a study on how scaling increases not what it started as:
Initial levels:
Wolverine 196 Kishu 197 Ninja 197
Team used: Thor (250), R&G (166, boosted to 196), Loki (166)
No boosts were used
After one win, level become 206/207/207
For next four wins, level remained constant.
I then cleared all the other nodes 5 times and the level also remained constant, but at the very end the node become 207/208/208. I do not know if this is from some node I cleared or community scaling. I made no attempt to take extra damage while clearing those nodes and was trying to beat them as fast as possible, though it should be noted that it's awfully hard to avoid damage against some Hand Ninjas. On the Wolverine node, I sure stepped on a lot of Caltrops.
Compared to this I recall seeing nodes go up by 50 levels on the hard bracket in Iso 8 Brotherhood. I didn't note how many times the node went up in level, but I'm pretty sure it's at least 3 times as opposed to 1 here. I thought nodes are supposed to go up from clearing overall, as in clearing node X in sub can make node Y go up later. It certainly works like that for Gauntlet and I don't think there was any unusual scaling rules there. The characters I used to clear the other nodes were Daken/Falcon/Blade for the easy nodes, and Thor/random guy for the essentials.
If Enemy of the State's scaling is normal compared to other events, then that'd suggest stepping on Caltrops is more than enough to keep scaling in check. Something feels weird here beacuse I sure remember taking an Onslaught on a non true healing character in Iso 8 Brotherhood which is easily comparable to the total damage done by Caltrops but that didn't stop the scaling. Maybe Enemy of the State just has more generous scaling because of the enemies involved? I recall every enemy was consistently lower compared to most PvE events as well the last time it ran.

Also with the waves you sometimes can't avoid to get a Wolverine that comes into play with an instant red attack, that's just as helpful as several caltrops i guess0 -
You should probably also record total health going into game and total health coming out of the game.0
