What affects PVE starting levels?

To OP's original point, I was digging up Demiurge Will's posts recently and found this.

Indeed, but this makes me hopeful that we may actually be able to get an answer after all. I see you lurking, Will!
Btw, thanks for the responses and info everyone.0 -
Would be nice to get some concrete info on this. It feels very strange not leveling 4 stars so that I can still enjoy doing PVE with the rest of my roster.0

I think from all the discussions is that highest leveled character is part of the equation, but not the entire equation. Someone with 166s sees a higher starting value than someone with 50s. That said, two people that have 166s do not necessarily have the same starting value so there is something else that goes into it.
Does prior experience have something to do with it - likely. Can you affect it with your playstyle - likely. Does something that we haven't considered affect it - undoubtedly.0 -
Well.... Never got a sure answer, so I just went ahead and leveled up Xforce 220-270, Thor 74-192, and Fury 250-260. At the very least, Thor is pretty damn fun to play.
Still can't tell if it's affected anything. It clearly didn't have an immediate impact on levels for the event that I was in, as I checked that before and after, but I think that had been pretty clearly stated before.
Hard to say whether it has affected my PVE difficulty at all. I've certainly wiped a bunch of times on some of the later nodes in each of the Enemy of the State subs when using teams around 100-120ish in level. Since I don't know what level the enemies would have been if I didn't the do the 4 star leveling, I can't say whether it affected anything, though.0 -

Good information to have. Do you know what the levels of your first nodes in Prodigal Sun were after you increased the levels?0 -
Nope, haven't joined yet, hoping to hit a fresh bracket later on so I don't have to constantly hit nodes for the next week
I'll try to remember to post up some example levels once I do join. I think that the first node in the last Enemy of the State Sub was around level 29, so not too bad. Towards the last nodes in the sub, I think enemies were in the 180-190 range.
I suspect that the biggest factor is probably past performance. It likely tracks your damage taken, wipes, and similar things to figure out what type of teams you're typically playing PVE with. It also probably carries some of that information over to new events, I'd think. Of course, that's just my own speculation based on what I've read and seen here, plus a little hopefulness.0 -

That's the best guess if you factor all the information we've seen and consider all information that directly contrasts other theories.0
